The course module is aimed at Service personnel/MOD civilians who conduct or QA Needs Analysis, in particular individuals employed in TRAs (for example RN HRTSG, Army TDTs, RAF 22 (Trg) Gp (TAC) and Project Teams).

Course Aim

This module is aimed at staff whose primary role is to action the results of a Scoping Exercise by ascertaining the job performance and/or competence requirements associated with the training requirement that was confirmed by the Scoping Exercise. This is the first step in defining the type and scope of the training required to meet that operational/business need.

Applications should be made to DCTS Course Booking Cell. Courses are loaded 8 weeks prior to their start date. Applicants should pay particular attention to the section on course module justification and provide as much detail as possible to help DCTS staff determine their suitability for this module, or possibly other DSAT course modules. Line Managers/Candidate Sponsors are to confirm that candidates will complete the stipulated readings and learning activities prior to attending a particular workshop. Failure to do this will result in an application being rejected.

Course Objectives

The course module will help prepare staff to:

• Conduct Job Analysis to identify job duties, tasks and sub-tasks/competencies and arrange them in a hierarchical job scalar.
• Derive an Operational Performance Statement (OPS) from the Job Analysis results.
  Assign Training Categories to tasks (and possibly subordinate tasks and competencies) contained in an OPS.
• Conduct high level Knowledge, Skill and Attitude (KSA) Analysis on tasks contained in an OPS to determine, in broad terms, the associated competencies and the amount and type of content from the three Learning Domains (Cognitive, Psychomotor and Affective) that needs to be trained.
• Define the characteristics and numbers (total and annual throughput) of the target audience(s) requiring training, building on any initial analyses that may have been conducted in the Scoping Exercise(s).
• Write Job Specifications.
• Document in an auditable way initial analyses, decisions and future guidance (normally in an OPS, Job Specification and/or Needs Analysis Report).

Course Components

Part 1 Workshop Preparation:  prior to attending the Residential Workshop, candidates must complete the following readings and learning activities, which cover DSAT and Needs Analysis activities/deliverables:

• JSP 822: Governance and Management of Defence Individual Training, Education and Skills:
  • Part 4: DSAT QS only (~2 hours)
  • Part 5, Chapters:
  • 1 – DTSM 1: Scoping Exercise(s) (~2 hours)
  • 2 – DTSM 2: Needs Analysis (~2 hours)
  • 3 – DTSM 3: Early Training Analysis (~ 2 hours)
  • 10 – DTSM 10: Data Gathering and Analysis (~2 hours)
• DSAT Course Module 1 – DSAT – MOD Systems Approach to Training (hosted on the DLP), Code DSAT-02 (~3 hours).

Part 2 Workplace Training: this will cover single Service and local procedures and processes and will be managed locally before and after Part 3.  Ongoing support of the material covered during the Residential Workshop will be provided by DCTS through the maintenance of an Early Training Analysis on-line resource.

Part 3 Residential Workshop: the 2.5 day Workshop, which runs at DCTS, provides additional underpinning knowledge and practice in the core skills required to conduct and QA all aspects of the Early Training Analysis function of DSAT for both equipment and non-equipment Defence capability projects
